The specific goal of the basic education program for minorities is the provision of a possibility for minorities to get involved in the state and public life maintaining their national identity at the same time. In Latvia students study in the basic education programs for minorities in the Latvian, Russian, Estonian, Polish, Ukrainian, Lithuanian, Hebrew and other languages.
The main tasks of the implementation of the basic education program for minorities are as follows: to provide a possibility to master the basic knowledge of the language and mathematics; to form a conception and understanding of the major natural and social processes, moral and aesthetics values, to provide a possibility to master the knowledge and values of democracy necessary for a citizen of Latvia; to provide a possibility to master the basic skills of learning and use of information technologies; to provide a possibility to obtain the experience of creative activities; to form the basic conception on the cultural heritage of Latvia, Europe and the world; to develop communication and coordination abilities.
The special tasks set for the implementation of the basic education program for minorities are defined as the promotion of a student’s integration in the Latvian society and ensuring mastering of the Latvian language at the level required for being able to continue studies in Latvian and mastering the native language and culture.
It is a school’s competence to plan which study subjects should be taught in the native language, in which subjects bilingual methods should be applied and which subjects should be taught in Latvian. A school shall also plan for a gradual transition from the minority language as the basic study language to the Latvian study language during the term of learning within the basic education program.
